I woud say that it's fine, but IMO a more suitable Vault-Tec style experiment and one better suited to the real life nature of Scientology would be Vault-Tec being 'sponsored' or 'donated to' by the Hubologists, and as such Vault 7's experiment would be instituting the teaching of dianetics on a 'fresh' population with the excuse of testing its validity in purported spiritual cleansing and psychological self-help.
